Country Office
holds a Meeting of new Programme Directors and
Programme Managers of the WHO Work Plan for
2008-09
The WHO Country
Office (CO), Bangladesh, held a day-long orientation
event for quality implementation of the WHO Biennium
Programme for 2008-09. More than a 100 participants
took part, including the CO’s technical officers for
different programme areas and senior staff members
of the following units, which have close links with
implementation of the biennial programme: finance,
fellowships, personnel, procurement and general
administration.
Dr Duangvadee Sungkhobol, WHO Representative to
Bangladesh, was the special guest at the ceremony,
while the Director-General of Health Services, Prof.
M.A. Faiz, joined the meeting as a special invitee.
The DG for Family Planning Services was also
present. WHO’s method of planning, fund
disbursement, fund control, expenditure rules,
procurement policies, reporting rules, and other
crucial topics such as “results-based management
techniques” were explained to the Programme
Directors and the Programme Managers. The different
expenditure categories and their step-by-step rules
were explained in great detail. Dr Russell M.
Brooks, Coordinator for Policy, Planning and
Coordination, from SEARO, was also present. He made
the key presentations on results-based management,
the sources and the vital roles of the regular
budget and the voluntary contributions, and the need
for constant monitoring of progress through
assessment of inputs, processes, results, outcomes
and the ultimate impacts, in relation to pre-defined
indicators. A question-and-answer session helped
clarify many important issues.
