Capacity Strengthening: Particular emphasis
should be provided on capacity building in health
research. The quality of research is primarily
dependent on the expertise of the researcher.
For improving this quality, training in research
methods is essential. Such training should ideally
be given to multi- disciplinary teams and the
development of quality research proposals should
be the prime objective during this process.
To strengthen the research management and mechanism,
capacity strengthening of individuals and institutions
in management of research is essential.
Quality of Research: In Bangladesh, as
in other developing countries, research efforts
must focus on issues that are priority focused
and problem-based, as limited amount of finance
and expertise is available. Research funding should
be based on equal opportunity, competitiveness,
peer review and ethical standard.
Dissemination & Utilisation of Research
Findings: Knowledge production and its application
is an important aspect of health research. Dissemination
of research findings should be a priority activity.
Results of research must be brought to the notice
of policy and decision-makers. A suitable mechanism
for this purpose should be in place.
Strengthening Functional Capacity:
Bangladesh Medical Research Council (BMRC)
is the focal point for Health Research System
of the country and its prime objective is promotion
and coordination of health research throughout
the country. Main functions of the Council are
to organise, promote and coordinate health research;
to train manpower in health research and to
disseminate research results/information for
application and utilisation. Being an institution
involved in coordination of health research,
the BMRC needs expansion of facilities and strengthening
of technical capability.
Policy
and Management
The country needs to build its management capabilities,
and device management tools that ensure both
efficiency and special safeguards for the health
of the poor as there are limitations to the
government to assure quality of the providers
and of service deliver; fragmented services,
leading to inadequate coverage. The aim of the
programme should be to develop and enhance systems
for planning and delivery of health services
and to gather evidence and design tools that
support informed and participatory framing and
implementation of policy. More...
Public Health and Human Resources for Health
In this transitional period of health needs
of population, the health system of Bangladesh
is in process of early reform. And the programmes
of health, therefore, have to cater to the need
of health reform. In order to meet these challenges
efforts have to be made for collection of evidence
through various stadies relating to assessing
the health needs of population, choosing intervention
strategies, designing policy options appropriate
to our own circumstances. WHO's support also
should focus on scaling up activities of health
system in order to improve the health of the
poor within the framework of the Millennium
Development Goals and Poverty Reduction Strategies
at country level.
Evidence-based
data from successive annual performance reviews,
preliminary findings of a study on enhancing
health system performance and recommendations
from various studies conducted by the London
School of Hygiene and Tropical Medicine will
require series of follow up studies. WHO support
in this respect will form a firm evidence base
for future policy-making process.
The reorganised health reform in Bangladesh
has given rise to the Health Nutrition and Population
Sector Programme (HNPSP). HNPSP, amongst other
issues, will focus on improved community participation
at community and union levels. To guarantee
community awareness of health services Village
Health Volunteers (VHVs) and community groups
will act as vehicles for creating such awareness.
The
availability of quality and need-based human
resources for health is essential for the delivery
of quality health care, which will equitably
improve the health outcomes in the country.
To improve the quality of human resources production
and to meet the challenges of globalisation
and the rapidly growing private sector involvement
in medical education, there is a need to strengthen
the QA scheme in medical education and establish
an accreditation system for medical nursing
education. The NGO institutions and professional
bodies active in health need to be fully involved
in the process of improving the performance
of the system, through continuing professional
development of health workforce.
The
teaching-learning process within the medical
and nursing
education system, most of the time, is traditional.
There is a need to strengthen the capacity of
the teaching staff of medical and paramedical
institutes.
BCPS,
MSMMU and NIPSOM are playing an important role
in producing specialised medical and public
health workforce. Their capacity needs to be
strengthened to ensure quality and need-based
production of specialists and to conduct research
on public health problems and issues.
There is increasing demand for improving the
quality of nursing education and services as
part of improving health workforce performance.
Intervention will be planned and implemented
to improve the quality of nursing education
and service. The capacity of the Directorate
of Nursing
